Why is there a mobilize section?
[edit]I came across this page rather randomly and was a bit surprised by this section. Is it Wikipedia policy to have a section on how to start a government program somewhere. I feel that this is inappropriate as it is not encyclopedic in nature, and I also do not see any other pages with such a section.
