I came across this page rather randomly and was a bit surprised by this section. Is it Wikipedia policy to have a section on how to start a government program somewhere. I feel that this is inappropriate as it is not encyclopedic in nature, and I also do not see any other pages with such a section. I am going to remove this section unless it can be shown that this is appropriate. Kevdev59 (talk) 04:03, 30 March 2016 (UTC)[reply]
