Despite your comment here, that's not actually what the Spokesman says. It says that Inslee was the only one to not participate in the tradition — but this is immediately after a paragraph in which Gluesenkamp Perez is described as continuing the tradition by signing the back of the painting (and, indeed, Inslee's signature is not on the back of the painting). The Spokesman's source is a tweet by Baumgartner, which says that Inslee was the only one "not to hang it" - i.e., not to put it on public display. Did that mean Inslee was not given the painting?

Thank you, I seem to have misphrased that in the DYK, and I see that the confusion was sorted out.
